Eligibility

Employees who regularly work 35 hours a week and who maintain continuous regular full-time employee status are eligible to enroll in one of the Group Health Insurance Plans as well as Group Dental Insurance offered by the City. In addition, certain "unclassified" City personnel may also be eligibility to enroll in the City's Group Healthcare plans. 

Changes to health insurance plans can be made during the Annual Open Enrollment Period (effective for July 1st) or following a qualifying life event, such as a marriage or birth of a child. Qualified employees shall be eligible for individual or family coverage beginning on the first day of the month following one's initial date of City employment.

Employees working less than 30 hours per week are not eligible for group coverage, however, may be eligible to enroll in the State of Rhode Island's Health Exchange Program.

Employee Cost-share Payments for Health Insurance

Managerial employees with an annual salary under $42K are subject to an employee contribution of 10% of the health premium while managerial employees earning $42K or more are subject to 15% of the health premium.

Active FOP (Police Uniform), IAFF (Uniform Fire), AFSCME (Council 94) and NEARI employees will be enrolled into an IRS qualified Health Savings Account (HSA) and a High Deductible Health Plan (HDHP) with Blue Cross Blue Shield RI Healthmate with a $2,000.00 (individual) / $4,000.00 (family) annual (calendar year) deductible. The City shall annually 'front load' each members HSA account with the the plan's full deductible amount. Each members shall reimburse the City for one-half (1/2) of the plan's full deductible amount on a pre-tax basis bi-weekly.

All employee contributions are pre-tax via bi-weekly payroll deduction

Dental

The City of Newport offers extensive dental coverage, including Orthodontic coverage for dependent children under the age of 19. The City's dental coverage is with Delta Dental of Rhode Island and DELTA USA.
