Water Division

The Request for Final Reading Form (Bill for Sale of Real Estate) is used to request a final meter reading associated with property sales.

The associated fee for this request is $35.00. For your convenience you may type directly on the request form, complete online. The form may be emailed or Faxed to 401-846-0947.

Please note we require a minimum of 3 to 5 business days for a turnaround for the meter department to obtain a read and process the request through the department. Please contact the Billing Clerk at 845-5604 with any question or concerns.

The Request for Service Form (used for all other service requests) is used to request meter readings associated with a change in tenancy; to request seasonal turn on /off; to request shutdown of service, or to request a change to the billing address for a service location. The request for a Meter Test please refer to the Water Meter Section and fill out and submit a Meter Test Request Form with applicable payment.

Fees apply as noted on the form. For your convenience you may type directly on the request form. In addition, the form may be emailed or Faxed to 401-846-0947.

The Exemption Application can be used by homeowners age 65 and older as you are eligible for an exemption from paying the State's "Water Quality Protection Surcharge" on the water bill.

A Water Quality Protection Charge based on actual water consumption is mandated by Rhode Island General Law, Water Quality Protection Charge based on actual water consumption is mandated by Rhode Island General Law, 46-15.3-5. A property owner age 65 and above is exempt from this charge if they are the property owner of record and do not rent the property if they are the property owner of record and do not rent the property at any time during the year and the property qualifies as the owners primary residence.

If you meet the above criteria, please complete and return the Elderly Exemption Application and you will be exempt from this charge on future billings. Please send your application with a copy of your driver's license or your birth certificate with proof of residency to the City of Newport, Utilities Department, Water Division, at 70 Halsey St, Newport, RI 02840.

* Forms may be completed and documents provided in person at the offices located at 70 Halsey St, Utilities Division or Collections Office at 43 Broadway.

** This form should only be completed once unless there has been a change of ownership at the location. Contact the Water Division at 401-845-5604 to determine whether you have already qualified for this exemption. All forms with the correct documents and owner information must be on file at the Water Division for the exemption to occur.

The Water Service Application is used for a new water service, an irrigation service and/or a renewal of existing service. The Private Fire Service Application is used for all fire services please note for all applications for Private Fire Service MUST be first approved by the  Fire Marshall Newport Fire Department A detailed site plan clearly showing the proposed work, existing utilities and all dimensions is required with all applications as well as owner's signature.

Please note: if the site plan is larger than by 11" x 17" in size we will require three copies of the plan. Application, site plan and application fee need to be submitted to the Department of Utilities, 70 Halsey St, Newport.

For your convenience you can type directly on the water service application before you print it. All fields on application must be filled in and completed for review by staff. Upon satisfactory review, you will receive an approval letter with further instructions and/or requirements. The Connection Charge is determined per the Rate Schedule. 

Please allow 5-7 business days for processing of service applications forms.

Water Pollution Control Division

 The Storm Drain Service Application and Sanitary Sewer Service Application are used to request one of those services respectively. A detailed site plan clearly showing the proposed work and all dimensions must accompany these applications as well as owner's signature are required. Application and site plan need to be submitted to the Dept of Utilities, 70 Halsey St, Newport.

The Sewer Fee Abatement Request Form must be filled out in consideration of any abatement request.  Please see Sewer Fee Abatement Section for more information pertaining to Policy/Procedure and all specific guidelines prior to filling out the request form and submitting for review to this department.  

For your convenience you can type directly on these applications before you print them. All fields on the application must be filled in and completed for review by staff. Upon satisfactory review, you will receive an approval letter with further instructions and/or requirements. There is no application fee.
